Responder Toolbar in ArcMap

This toolbar is available in ArcMap.

The Responder toolbar in ArcMap allows you to access Responder Explorer as well as place manual incidents and view information about existing incidents. If a tool uses snapping, the feature layer to which you want it to snap must be selectable.

If the Responder toolbar is not visible, you can access it by right-clicking the gray area around the toolbars. Select Responder from the list.
