If the map services you wish to take offline are federated via Portal for ArcGIS and your authentication method is IWA, change the user that runs the Sync Service Application Pool to a user that has permissions to access those map services in Portal for ArcGIS. You must also grant this user permission to the logs folder and share the replica storage location with this user; see the instructions below.
