Incidents View on Login Screen
On the login screen, you are notified of any active incidents, which typically result from services being temporarily unavailable.
NOTE: You can also view active and closed incidents
on the Monitoring tab in the Incidents subtab. However, this assumes
all services are running to allow you to successfully log in. Being
able to view incidents directly from the login screen is important
when a downed service is preventing you from logging in and accessing
the Incidents tab.
You can:

Hover over the incident icon to display a status tool tip.

Click the icon to view current and past incidents. Use the available filters to drill down into the list of incidents.

Click an incident to view more information about it.
