Proxy Configuration
You can think of a forward proxy as a gatekeeper between your device and the internet. Rather than talking directly to websites, your computer first sends requests to the proxy server. The proxy server analyzes the request, makes any necessary changes (like hiding your IP address or blocking certain sites), then forwards the request to the website. When the website responds, the proxy server reviews the response and sends it back to your computer, provided that everything went as expected.

Second, Portal for ArcGIS needs configured for using a forward proxy server. Refer to Esri’s Configure your portal to use a forward proxy server article for the necessary steps.
