You can add Stamp Graphics while on the Design tab and while on the Print tab.
If on the Print tab, you must first select a map on the print canvas. That activates the Stamp Graphics pane.
Stamp Graphics that are added while on the Print tab are only visible while on the Print tab. They are not visible while on the Design tab.
