You can add Stamp Graphics while on the Design tab and while on the Layout tab.
If on the Layout tab, you must first double-click a map to activate it. This also activates the Stamp Graphics pane.
Stamp Graphics that are added while on the Layout tab are only visible while on the Layout tab. They are not visible while on the Design tab.
Stamp Graphics that are added while on the Design tab are visible on both the Design tab and on the Layout tab.
